SLED · Data and AI

Numbers your council trusts and AI your staff can govern

Leaders want to know where service levels slip, what it costs, and where AI can help without new risk. The answer starts with one record for requests, cases, assets, and spending. Ludia Consulting builds that record on Microsoft Dynamics 365 and Power BI, and puts AI inside it, where your staff can see what it did and decide.

AI is only as good as the record under it

Most agencies hold their data in a dozen places that don’t agree, and every report to council or the state is rebuilt by hand.

AI pilots stall for the same reason. An assistant that answers from scattered files can’t show where its answer came from, and nobody wants to defend that in a public meeting.

Put the request, the case, the asset, and the dollar in one governed record, and two things get easier: reports your leaders trust, and AI your staff can check. The place to govern AI is inside the system of record, with role security and an audit trail.

What we build, in the order it pays back

1 · One record

Requests, cases, assets, and costs in Dataverse

Service data lands in one model with role-based security, retention rules, and an audit trail, so a records request or an audit finds the evidence.

2 · Reporting

Dashboards for council, the state, and the public

Power BI (opens Microsoft’s site) reports on service levels, backlogs, and spending by program, refreshed straight from the work.

3 · AI that drafts

Summaries, replies, and knowledge, with staff review

Copilot drafts case notes and replies and finds the right policy. Your staff read it, change it, and decide. Every AI action is logged on the record.

4 · Agents for the busywork

Follow-ups and lookups between departments

Agents built in Copilot Studio (opens Microsoft’s site) chase overdue requests and answer status questions, inside the rules your staff set.

5 · Where AI stays out

Decisions about people stay with people

Eligibility, enforcement, and anything that changes a resident’s rights stay human. We write that line down with your leaders before any agent goes live.

6 · Your team runs it

Your analysts own the model and the reports

Your staff build alongside our consultants and keep the data dictionary, so the next report doesn’t need us.

Where AI belongs

Map where AI pays back before you fund it.

Helios 2 is our consulting engagement that maps one line of service, request by request, and marks each step for an agent, a workflow, or a person. Leaders see what each change costs and what it returns, and where people stay in charge.

For your IT and security teams

Customer content stays in the US

Microsoft stores Dynamics 365 US Government customer content at rest in US datacenters, and limits administrator access to screened US citizens.

The authorizations are Microsoft’s, not ours

Dynamics 365 US Government is authorized within Azure Government’s FedRAMP High authorization. Ludia builds on it; we don’t claim it.

AI features are checked one at a time

Microsoft 365 Copilot is generally available in GCC and GCC High. Some Dynamics 365 Copilot and agent features reach the government cloud later, so we confirm each one before you plan around it.

Data-sharing agreements come first

When data crosses departments or agencies, the agreement is signed before the first interface is built. We plan for it from the first week.

Status as of Sept 30, 2026, from Microsoft’s Dynamics 365 US Government service description and Microsoft’s US Government Copilot update (April 2026). We re-check status before every plan.

Questions leaders ask us

Where should a city start with AI?

With one service that residents feel, such as 311 requests, and the record under it. Once requests and cases live in one place, AI can summarize and draft with evidence your staff can check.

Can we control what data Copilot uses?

Yes. Copilot works within the permissions your staff already have, and we design the roles and data boundaries with your security team before anything goes live.

Who decides when AI is wrong?

Your staff. AI drafts and suggests; a person approves anything a resident sees and anything that affects a resident’s rights. We log both the draft and the decision.

Has Ludia done this for an agency?

Not yet on a commercial engagement. Our public-sector work runs through Dynamics for Good, and the data and AI patterns come from our Service Operations clients and from running Ludia itself. Co-founders Lucas Diaz, a Microsoft FastTrack Recognized Solution Architect for Dynamics 365, and Andreas Vogel lead the senior team, and we deliver in phases: the record first, then reporting, then AI.
